The Associate Director of Budgetary Operations reports to the Chief Financial Officer for the Tippie College of Business. This key role has responsibility for financial oversight of the budgeting process for approximately forty collegiate units. Day to day responsibilities include auditing of collegiate purchasing transactions as final workflow approver. Other duties include scholarship administration, UICA account management, and preparation of financial reports upon request. In addition, this position requires the ability to work independently, demonstrate initiative when solving problems, and developing new processes for improvement of financial/accounting policies and procedures. The Associate Director must possess a high level of integrity, dependability, and strong commitment to the mission of the Tippie College of Business and its internal and external constituents.

This position requires an on-campus presence during the initial training period. Upon completion of training, the role will transition to a hybrid work arrangement, combining both on-campus and remote work.

Specific Job Duties and Tasks: 

  • Assist in planning and preparation of the annual budget across all funding sources and oversee collegiate inputs into iPlan.
  • Review and analyze collegiate unit budgets. Make recommendations for budget preparation.
  • Provide feedback to program administrators and make corrections to comply with University and collegiate policies and procedures.
  • Prepare reports and communicate financial information to collegiate management as requested
  • Develop financial tools and systems to improve the efficiency of financial reporting, transactions, and budgeting.
  • Perform extensive and advanced financial and statistical analysis. Create and/or assist in creating BI dashboards that can be used for data driven decisions by leadership.
  • Review scholarship calculations of annual award amounts, resolving any issues with UICA staff. 
  • Create and maintain TCOB standard operating procedure document for financial operations.
  • Collegiate level approver of purchasing transactions in University workflow, ensuring proper account usage and compliance with University and collegiate policies.
  • Work with departments to determine amounts needed for UICA transfers. Approve all collegiate UICA transfer requests.
  • Provide guidance and professional development to manage the performance of Dean’s Office accounting staff.
  • Develop, plan, organize, and conduct formalized training sessions on University-wide or Collegiate new and/or revised policies and procedures

This position is eligible for hybrid work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually, and must comply with the remote work program and related policies and employee travel policy when working at a remote location.

Education Requirement

  • Master’s degree in Business Administration or Accounting or an equivalent combination of education and relevant experience


Required Qualifications 

  • Professional experience (typically 5 years) managing accounting or finance professionals.
  • Extensive experience with financial and accounting business systems and processes.
  • Extensive experience in writing policies and procedures.
  • Extensive experience in training on policies and procedures.
  • Excellent written and verbal communication skills.
  • Extensive proficiency in computer software applications, with particular emphasis in Microsoft tools.
  • Strong customer service orientation.
  • Professional experience working effectively with individuals from a variety of backgrounds and perspectives.

Desired Qualifications

  • Professional experience in process improvement.
  • Experience in an academic college or department.
  • Extensive and successful leadership experience.
  • Knowledge of University of Iowa policies and procedures.
  • Experience with University of Iowa financial accounting systems.
  • Knowledge of grant policies and procedures.
  • Supervisory experience is desired, including demonstrated ability to lead and manage teams, provide guidance and support to staff, and effectively oversee project execution.
