Description

The Carver College of Medicine is seeking a Behavioral Health Clinical Manager, in Office of Student Affairs and Curriculum (OSAC), Medical Student Counseling Center to enhance the emotional and behavioral health and effective functioning of our constituents by creating, delivering, and evaluating clinical and non-clinical/consultative programs and services. Provide clinical counseling, assessment, and consultative services. Incumbents in this job family are required to be a State of Iowa licensed mental health provider.  This position is eligible for a hybrid work structure within Iowa with the majority of work taking place on the University of Iowa campus.   

The Medical Student Counseling Center in the University of Iowa’s Carver College of Medicine serves approximately 700 medical and physician assistant students.  The Center provides counseling services, learning and accessibility support, and outreach programs to enhance medical and physician assistant students’ mental health and well-being, fostering personal, academic and career success in a confidential and safe environment. The Center is committed to professionalism, excellence, and creating an inclusive community within the Carver College of Medicine. 

Percent Time: 100%

Primary duties to include:

Provision of Clinical Services and Programs

Direct and provide leadership in the provision of Clinical Services and programs for the Medical Student Counseling Center (MSCC), including programs and services in the areas of mental health counseling, academic counseling, career guidance, outreach programming and student disability services

Lead complex risk assessment, intervention, and evaluation processes.

Determine the psychological, behavioral and academic needs of students, sets priorities for the provision of clinical services and programs, and allocates resources in line with the priorities.

Evaluate services to determine areas for improvement and opportunities for innovation

Consult with staff daily to address clients’ needs and to engage in complex risk assessment.

Design and implement programs and outcome evaluations.

Oversee organization-wide services and programs, assesses quality and effectiveness in order to best meet organizational goals.

Educational/Professional Training

May provide clinical supervision of students and/or licensed professionals.

Provide oversight, training, and case consultation to senior staff counselors and to psychologists/counselors-in-training.

Through clinical supervision and training the director establishes best practices for mental health and academic support services and monitors adherence to ethical standards.

May provide/deliver educational/training series.

Teaches about counseling center services and mental health resources and shares information and expertise about mental health and learning issues. Offers knowledge and guidance in assessing students at risk, coaches others to respond, and makes appropriate referrals.

Oversee the career support services provided in one-on-one consultations, group workshops and through teaching an elective course. 

Apply advanced knowledge and expertise across disciplines to supervise and train staff and students.

Contribute to building and sustaining a multicultural learning and work environment through providing and participating in professional development, collaborating with internal and external constituents, and assessing and revising counseling center policies and practices.

Consultation

Provide complex consultations with systemic application that includes policy issues, processes, and triaging.

Collaborate with the designated psychiatrist and/or the nurse practitioner to organize therapeutic services and to oversee coordination of care.

Create, develop, and implement behavioral health training programs.

Human Resources Management

Hire, develop, and manage the performance of staff; ensure staff are compliant with UI policies and procedures.

Oversee the hiring, training, and  performance development and appraisal of counseling center staff and implements policies to enhance staff engagement and productivity.

Direct and monitors peer tutoring program, establishes policies and procedures and oversees the hiring, training, and compensation.

Through clinical supervision, establishes best practices for mental health and academic support services and monitors adherence to ethical standards.

Financial Management

Develop budgets and create systems for effective implementation and monitoring.

Develop and manages the center budget, allocating resources to services and programs.   

Develop policies and procedures and monitors adherence and advocates for increases to the center budget as necessary to meet student needs. 

Develop revenue generation programs, including grants and ideas for cost reduction.

Administrative Responsibilities

Develop strategic plan elements.

Collaborate with Assistant Dean to develop and implement a comprehensive CCOM Mental Health and Well-being Promotion Strategic Plan

Establish and revise long-term vision and goals for the center. Develop policies and procedures for the center and monitors adherence.

Design, develop and continuously monitors the CCOM Mental Health and Well-being Promotion Strategic Plan in collaboration with collegiate leadership. 

Coordinate agency or unit areas or sub-areas, including the development of policies and procedures for areas or sub-areas.

May convene CCOM Student Disability Accommodations Committee meetings and serves as an ex-officio member. Supervises Accessibility Specialist who helps students with the process for requesting USMLE disability accommodations, disseminate committee decisions in accordance with legal and ethical standards and college policy, and assist the curriculum unit in implementing reasonable accommodations.

Collaborate with Associate and Assistant Deans, faculty, staff, administrators and other healthcare professionals to encourage systemic support for academic success and psychological well-being of medical student and physician assistant students.

Oversee compliance with ethical standards, rules, and regulations.

Lead Quality Assurance activities.

Lead customer service initiatives and complaint resolutions.

Oversee the development of the academic support and career services curriculum to help with retention efforts of both medical and physician assistant students. 

Develop communication plans regarding services and programs.

Develop and maintain data and file systems.

About The Office of Student Affairs and Curriculum:
The Office of Student Affairs and Curriculum (OSAC) is the group of 35 professionals that most directly facilitates the activities of medical students at the Carver College of Medicine. The mission is to provide an environment of scholarship and humanism in which our students can become the well-rounded physicians of tomorrow, fully prepared to enter into their professional lives focused on the well-being of their patients and communities.  OSAC consists of 10 units, each focused on an aspect of student life. Among our duties are the selection of students that will thrive in this academic environment; to facilitate the delivery of a medical curriculum that provides the best didactic and practical learning experiences possible; to provide opportunities for students to experience the world through research, service, travel, and the humanities; and to support students throughout the learning process.

EDUCATIONAL REQUIREMENTS:

A master’s or equivalent education and experience in counseling psychology, counseling, counselor education, or related field is required. A Ph.D. degree in counseling psychology or a closely related field is desirable.

The successful candidate must be licensed or license eligible in the state of Iowa as a psychologist, mental health counselor, or mental health professional in a closely related field. Possession of a valid State of Iowa mental health provider license is required at time of hire. License must be maintained as a condition of continued employment, in addition to the Master’s degree.

REQUIRED QUALIFICATIONS:

Minimum of three years administrative and supervisory experience in a counseling center or student services department. 

Minimum of three years of experience providing counseling and/or academic support in an academic setting. 

Experience serving a college or graduate student population. 

Demonstrated skill at building and maintaining helping relationships – academic advising, counseling, and/or career advising. 

Demonstrated skill at building and maintaining collaborative, collegial relationships, teamwork and leadership. 

Expertise in assessment, diagnosis and treatment planning; and the capacity to implement therapeutic interventions. Excellent written and verbal communication skills. 

Knowledge of computers, including word-processing, database management, spreadsheets, and organizational charts.

Demonstrated experience working effectively in a welcoming and respectful workplace environment.

DESIRABLE QUALIFICATIONS:

Administrative experience in an academic counseling center.

Experience providing counseling to graduate and professional students in a healthcare setting.

Experience developing outreach or psycho-educational programming.
