The Emergency Department (ED) at the University Campus (located at 200 Hawkins Dr. Iowa City, Iowa) is a 57-bed department.
- Pediatric ED space with 13 rooms, which includes 2 dedicated trauma/resuscitation rooms and a procedural room.
- Main ED space includes 3 trauma/resuscitation rooms, an expanded Team Triage space, and 6 results waiting chairs.
- South Expansion space includes 12 enhanced multipurpose rooms and a calming room.

The University of Iowa Health Care Department of Emergency Medicine, seeks to hire a Department Administrative Officer to plan, organize, direct, and evaluate administrative activities of the department.This position will contribute to providing and supporting health care services in the Department of Emergency Medicine through leadership and management of clinical/technical specialty services, revenue cycle, support services, clinical education, and research programs. This position will lead and manage functions to assure that health services, medical care, medical/health professions education, and research programs are delivered effectively and efficiently. This position’s efforts are focused on planning, organizing, directing, evaluating, and improving health care operations, clinical education programs and research programs. This position will be responsible for administrative oversight within the department and for liaison activities with both UI Health Care and the Carver College of Medicine Administration.

Key Areas of Responsibibilities:
Human Resource Management:
In collaboration with Departmental HR Representative(s), provide overall strategic planning and administrative coordination for departmental administrative staff to align clinical, educational, and research missions with an effective administrative structure. Provide appropriate staff onboarding and oversight, provide feedback to service unit leadership, and address performance problems proactively.
Review and approve resource allocations and staffing models. In collaboration with human resources, facilitate use of analytical tools and analysis related to workforce utilization and productivity and other operational metrics relevant to the workforce.
Supervise, schedule, and direct work activities of supporting professional and administrative staff.
Work with faculty leaders to develop performance goals, monitoring systems, and resource allocation consistent with the departmental strategic plan.
Develop clinical staffing models to facilitate strategic hiring and clinical staffing based on the use of data related to workforce utilization and productivity across the department’s missions.
Working closely and collaboratively with Human Resources, oversee personnel-related transactions including a system for performance evaluations, salary benchmarking and adjustment, and promotions.
Financial and Data Management Analysis:
Develop budget; track and justify needs for short and long-term capital equipment and personnel.
Develop strategy for budget priorities for multiple clinical, education and research functions and negotiate among them to address resource issues.
Work with internal and external leaders to address and resolve budget issues.
Develop and execute strategy to enhance overall departmental revenue.
Manage all departmental accounts, reconciliation, and oversee transfers, expense reimbursements, and financial tracking.
Ensure maintenance and adherence to regulatory standards set by state, federal, UI Health Care, and University policies and procedures. Understand and practice “Lean” standards for clinical and academic operations.
Serve as advisor to the Departmental Executive Officer in planning clinical and financial operations and fiscal oversite and provide direction and supervision to implement operations for responsible use of state funds, clinical revenue, research funds, gifts, and hospital funds, consistent with mission priorities.
Identify opportunities for administrative operations improvement and efficiencies.
Operations, Standards of Care, Regulatory Compliance, Quality and Patient Satisfication:
Develop and track key performance quality and service indicators for all clinical functions in the Department of Emergency Medicine, including all emergency departments, ultrasound program, toxicology service, emergency medical services agencies, external professional service agreements, and service contracts for other department functions.
Track patient satisfaction and quality indicators and participate in oversight of performance improvement initiatives.
Apply principles of Lean process improvement to clinical and administrative operations.
Assure communication and coordination among Emergency Medicine services to manage operational issues and provide leadership and accountability to patient care services.
Resolve problems concerning equipment, facilities utilization, patient care, and supplies, in conjunction with internal departmental and external institutional.
Develop the organizational structure for administrative functions and build administrative capacity to efficiently achieve departmental objectives.
Patient Care & Service Delivery:
Work with medical directors in all department functions to implement best care practices and new models of care/service.
Lead the development of clinical care and support staffing models to ensure high-quality service delivery.
Define, develop and direct departmental goals and programs to provide for excellent patient services.
Planning & Goal Management:
Work with Departmental Executive Officer and other senior leaders to develop departmental strategic plan and integrate it with other functions.
Guide managers in developing project management action plans for implementation and monitor progress to goal completion.
Assure integration of goals across functions and missions.
Analyze the impact of operational initiatives as they relate to the strategic plan and track progress on outcomes.
Communication & Collaboration:
Serve as liaison between staff, medical staff, and health care leadership.
Engage and collaborate with physicians to identify opportunities for improvement, program development, and capital budgeting.
Communicate with external agencies and constituencies to address issues and answer questions.
Serve as liaison among multiple clinical functions, research, and education units to support collaboration in identifying opportunities for improvement and program development.
Communicate expectations and provide support and resources that are in alignment with the vision and strategic planning of the UI Health Care to foster innovation and efficiency in the workplace.
Education Programs:
Oversee staff support functions of clinical education programs, including strategic planning, staff supervision, and project management activities.
Foster a culture of continuous learning through the promotion of knowledge development and provide resources for and establish expectations that managers and supervisors will act as stewards of employees’ professional development.
Research Administration:
Provide infrastructure to support research initiatives and growth.
Oversee grant manager’s administration of multiple research grants and contracts in a variety of research programs, consistent with departmental strategic priorities.

Education Required:
Master’s degree in Hospital and Health Administration, Public Health or Business Administration or equivalent combination of education and experience
Experience Requirements:
Comprehensive (5-7) years of progressive healthcare administrative experience preferably in an academic medical center.
Expertise in financial management, data analysis, practice management, and human resources
Experience with budget preparation and implementation
Demonstrated ability to drive organizational change
Excellent written and verbal communication skills
Strong interpersonal skills and high emotional intelligence
Demonstrated job-related experience with and/or commitment to creating and supporting a respectful and collaborative work/academic environment.
Desired Qualifications:
Previous experience in academic/medical administration
Expertise in physician compensation and reimbursement, grants management and revenue cycle management
Demonstrated ability to perform complex statistical and financial analysis, presentation, and forecasting. Advanced knowledge of Tableau and PeopleSoft.
