The University of Iowa is seeking a dynamic HR professional with a passion for shaping policy and driving administrative excellence. We are looking for an innovative, forward-thinking, people focused leader who will develop and execute a comprehensive and integrated compliance function within Human Resources. This position will require vision, strategic thinking, and operational excellence in a comprehensive university setting. The role is pivotal in ensuring compliance with state and federal requirements while providing specialized HR services and ability to employees, HR professionals, and unit/departmental leadership. Reporting directly to the Chief HR Officer and Associate Vice President, you will be a key member of the University HR Senior Executive staff, driving strategic planning, program development, and leadership initiatives to enhance the functioning of our university.

University Human Resources is responsible primarily for programs and policies that attract, develop, and keep qualified staff, and for providing programming which enhances the well-being and effectiveness of the University community. Specific Job Duties and Tasks:

  • Work with HR leaders to develop strategic plan for University HR 
  • Lead the development, implementation, and acceptance of strategic initiatives (new programs, policies, procedures, systems, and training) based on extensive knowledge in area of expertise 
  • Assure legal compliance of HR policies, practices, programs 
  • Provide oversight and supervision for compliance functions for faculty, staff across campus to increase effectiveness and efficiency including Employee and Labor Relations, Faculty and Staff Disability Services, Leave Management, and Immigration Services 
  • Lead the strategic and operational activities for assigned departments within UHR including ELR, FSDS and Immigration Services  
  • Responsible for the decisions and risks arising from the operations of the assigned departments and their impact upon the University and Board of Regents, State of Iowa 
  • Utilize expert analysis, metrics, and key performance indicators in formulating data driven decisions to optimize operational efficiencies and make best practice recommendations to campus leaders and external constituents. 
  • Lead the development, implementation and auditing of HR policies and practices related to staff 
  • Provide expert knowledge to guide leaders in their decision-making within highly complex specialty areas 
  • Provide advice and input to the Vice-President(s), Deans, Provost, President, and Board of Regents Office  
  • Collaborate with individuals within HR and collegiate/divisional leaders to develop training and obtain support 
  • Develop and implement policies and practices that support staff engagement in the workplace

Required Qualifications: 

  • A Master’s degree, or equivalent combination of education and experience
  • Experience (typically 7 or more years) in the areas of legal and/or human resources compliance and employee and labor relations 
  • Proven experience leading, motivating, evaluating, and rewarding a team of professional staff 
  • In-depth knowledge of federal and state laws, regulations, and policies relevant to human resources 
  • Clear and concise written and verbal communication skills, including the ability to develop clear and concise policies and procedures
  • Strong relationship management, teamwork and influencing skills, including proven experience in championing and implementing new policies, procedures, systems
  • Demonstrated experience in navigating complex employee centric cases 
  • Proficient computer skills utilizing Microsoft Office 
  • Proven ability to make sound, strategic decisions that align with institutional goals and values, particularly in complex or sensitive employment situations
  • Demonstrated job-related experience with and commitment to promoting a welcoming and respectful workplace environment.

 

Desirable Qualifications: 

  • Knowledge of immigration law and its application to a university/health care environment  
  • Proven success in leading and implementing projects to improve efficiency 
  • Experience working in a higher education environment and/or knowledge of university policies and practices 
  • Experience working effectively in a large and complex organization 
  • Professional Certification related to HR (e.g., SPHR, SHRM-SCP, etc.).
