HR Coordinator - Care Coordination
The University of Iowa Health Care, Care Coordination Division is seeking an HR Coordinator to join the team. This position supports Department of Nursing and Care Coordination Division - Adult and Pediatrics, with staff located at all three campuses (Main Campus, North Liberty Campus and Downtown Campus). This role enhances the human resource operations by providing support and guidance to unit leadership and employees and perform transactions within all subject matters of Human Resources. Key areas of responsibility include HR consultation, compliance, recruitment, compensation and employment, reward and recognition, performance and leave management, communication, strategic planning and analysis, and selected HR transactions and maintenance of employee information.
Talent Management & Engagement
Manage the Department recruitment and onboarding process
Assist managers and leaders with development of job descriptions; recommend job classification and staffing strategy (specified term, temporary, regular); assist with completion of hiring board request form if requested
Develop interview questions and work samples, as needed. Participate in interviews as requested
Prepare and submit required appointment documentation; assure compliance with background reviews, credential requirements, certifications, and health screening.
Ensure proper licensing, credentialing, re-credentialing, and processing for clinical staff; ensure licensure/credentialing information is primary source verified and maintained.
Coordinate new hire on-boarding to ensure staff have the necessary system accesses
Provide length of service awards to supervisors for dissemination to staff; provide resources and information for effective delivery of awards; complete intake with supervisors for requests for flex pay, spot awards or other special compensation
Assist in the development and implementation strategies to improve employee engagement.
Consult with supervisors and department HR Leader to make recommendations on employee performance and discipline.
HR Program Administration & Operations
Contact Health Care HR Leave and Disability Administration when an employee health situation may qualify as FMLA, non-FMLA medical leave, or need an informal or formal accommodation under the Americans with Disabilities Act (ADA)
Provide information and direction to separating employees to ensure end of employment items are completed; complete exit interviews and debrief with Senior HR Director, manager or director as appropriate
Evaluate requests for unpaid appointments; collect relevant information; ensure compliance with FLSA and University policies; complete appointments in Employee Self-Service
Attend regularly update meetings including the UI Health Care Human Resources meetings and ELMS Meetings.
Serve as an ELMS controller; provide guidance and assist department with personnel payroll related inquiries. Assure timecards are submitted in a timely and accurate manner
Collaborate with managers to develop, coordinate and implement in-service training programs for staff
Oversee division CEU programs including registration, payment of fees, coordinating arrangements with presenters, providing CEU certificates and reporting to licensing boards
Advising/ Communication
Provide advice and guidance to managers or directors concerning job design, classification, managing staff attendance concerns, employee disputes and complaints, performance management issues and requests for reasonable accommodations.
Provide HR training and coaching to managers and leaders on HR policies, initiatives and processes
Assure performance evaluation forms accurately reflect staff responsibilities; ensure compliance with deadlines; monitor goals; follow up on performance issues and training requests.
Advise and provide recommendations to department on classification placements/review and new hire salary recommendations
Work closely with supervisors to identify and develop effective HR solutions, including training and development plans, performance improvement plans, and facilitation of mediation meetings
Communicate with staff and leadership to provide basic 'how to' instructions and guidance regarding policies and practices such as payroll applications, compliance issues, and employment inquiries
Assist in distributing in communicating HR updates to department leadership
Schedule face to face meetings, initiate phone call discussions and support communication with email updates
Strategic Planning
Communicate information, policies and operational changes; provide input on development of policies and procedures; provide recommendations regarding changes to processes, practices and strategies
Identify opportunities to improve systems and processes, achieve efficiencies and/or improve service delivery
Compliance with Policies, Laws and Regulations
Run HR reports, as needed; follow up to ensure compliance; take action to ensure compliance with laws, University policies and departmental expectations; follow up with assigned divisions/units to address outstanding compliance requirements
Provide information and guidance regarding HR policies and procedures, state and federal regulations and laws, Staff Nurse and Allied Health Professionals Employee Manual, Merit Rules, and union contracts
Evaluate requests and exercise discretion and judgment in providing confidential information to appropriate parties internally and externally
Collaborate with HR Manager, Senior HR Director, and UHR Immigration Services regarding immigration documentation; follow up on all immigration documentation to ensure compliance by verifying their visa, passport, and review of past immigration documentation in some cases
Monitor training compliance and inform supervisors of status. Update information in the CQ system as appropriate
Other duties as assigned
Required Qualifications:
A Bachelor's degree in Human Resources Management or Business Administration or related field, or an equivalent combination of education and experience
Minimum of 1-3 years of experience in human resources
Excellent interpersonal and relationship building skills, including written and verbal communication.
Demonstrated excellent customer relations skills
Must possess strong organizational and analytical skills and attention to detail
Demonstrated proficiency with Microsoft Office and computer software applications
Desired Qualifications:
Prior experience in multiple HR program areas, including recruitment, performance management, employee relations, and classification and compensation
Working knowledge of state and federal regulations affecting human resources
Ability to be organized, flexible and multi-task in a high volume and fast-paced environment
Professional HR certification
Prior experience utilizing an HR Information System
Knowledge of University policies, procedures and HR systems
