HR Specialist - Employee & Labor Relations
The University of Iowa Health Care is seeking an HR Specialist for Employee and Labor Relations. This position performs various job responsibilities within the framework of established procedures, policies, and standards under supervision from the HR Director. Provides consultation to employees and management as it relates to policy, performance management, collective bargaining agreements, and other matters related to employee and labor relations.
As part of a fast-paced human resources team, work with human resource representatives and management to advise them on day-to-day interpretation and application of Health Care and UI policies, and collective bargaining agreements. Ensures practices are in compliance with UI and regulatory policies and federal and state laws. Provide consultative services for all levels of management regarding progressive disciplinary action and employee counseling and performance management.
Key Areas of Responsibility:
- Establish and provide effective consultative services to human resource representatives and managers on employee and labor relations issues and processes.
- Expand training and communication with human resource representatives, managers, employee groups and externally with union representatives.
- Assist with day-to-day operations of labor administration.
- Provide consistent and timely advice and consultation and make recommendations to supervisors on performance management and disciplinary action on contract administration and disciplinary processes.
- Deliver technical training on Labor Relations and the Collective Bargaining Agreements, conducting investigations, and provide guidance and expertise in documenting employment issues.
- Conduct research on a variety of human resource related issues, helping to develop both policies and procedures that reflect best practice.
- Interpret, explain, and apply applicable state and federal laws, rules, regulations, policies, and procedures.
- Provide training to HR Reps and supervisors to enhance fact gathering and documentation and to increase employee engagement.
- Provide support for Employee and Labor Relations, review employee letters, information requests or other related items. Attend SEIU and AFSCME Labor Management Meetings and ELR weekly meetings. Receive and track disciplinary notices for Health Care staff.
Required Qualifications:
- A bachelor’s degree in human resources management or business administration or related field, or an equivalent combination of education and experience
- 1-3 years of Human Resources experience
- Experience working with employment issues, policy development and application
- Demonstrated experience and ability with providing excellent and timely customer service
- Knowledge of contemporary human resource principles, practices and process and current federal and state laws, statutes, regulations, policies, and directives pertaining to Human Resources
- Excellent verbal and written communication skills
- Must be proficient in Microsoft Office applications
Desired Qualifications:
- Working knowledge of university policies and procedures, including those covered by the merit system, SEIU and AFSCME
- Working knowledge of Equal Employment Opportunity/Affirmative Action policies, ADA and FMLA
- Experience in labor relations
- Experience in a unionized workplace
- Knowledge of the healthcare environment
