Education Requirement

  • Master’s degree and 2 – 3 years typical experience required, or a combination of education and relevant work experience in a field related to higher education administration, educational administration, organizational development, international affairs or development, public administration, business administration, political science or public policy, or economics.  

 

Required Qualifications

  • Strong communication, supervision, and management skills required.
  • Experience in developing and implementing marketing, branding, social media, and event planning. 
  • Experience working with diverse teams. 
  • Working knowledge of and experience with donor-funded program management, policies, regulations and procedures. 
  • Experience managing complex relationships with a variety of stakeholders.
  • Familiarity with organizational collaboration, learning, and adaptation practices. 
  • Significant data analysis skills including command of statistics, sampling methodologies, statistical analysis software, and data validation techniques. 
  • Extensive experience drafting and finalizing evaluation reports. 
  • Experience applying systems thinking in evaluation design, participatory data collection methods and protocols, and facilitating participatory data validation and analysis exercises. 
  • English fluency is required.  

 

Desired Qualifications

  • PhD and 5 years’ experience preferred, in a field related to higher education administration, educational administration, organizational development, international affairs or development, public administration, business administration, political science or public policy, economics. 
  • Familiarity with United States Government (USG) Federal Acquisition Regulations and USG rules, and USAID rules and regulations. 
  • Familiarity with Kosovo and/or the Western Balkans issues and politics is preferred. 
  • Familiarity with relevant USAID policies and strategies, including USAID’s Education Policy, Gender Equality and Female Empowerment Policy, Youth in Development Policy, and Collaborative, Learning, and Adapting Framework. 
  • Albanian language ability would be advantageous.
