Clinic Manager - CDD
The Center for Disabilities and Development (CDD) is seeking a Clinic Manager to contribute to the oversight and delivery of health care services through leadership and management of clinical services and operations. Lead and manage functions to assure that health services, medical care, medical/health professions education, and research programs are delivered effectively and efficiently. Efforts are focused on organizing, managing, evaluating, and improving health care operations. Responsible for the administrative interface and coordination of clinical operations with the Clinical Department Administrator and the CDD Medical Director.
Financial Management
- Develop budget priorities that are responsive to clinic needs and align with institutional strategies and priorities. Actively engage with the CDD Clinical Leadership Team in collaboration with hospital and department leaders.
- Provide financial projections and operational recommendations to meet or exceed budget targets.
- Manage financial and productivity data; review and analyze and evaluate performance relative to targets. Investigate gaps in meeting targets and propose adjustments or solutions.
- Actively monitor budgets and evaluate performance relative to targets. Investigate and resolve discrepancies.
- Develop hospital budgets; assess needs for capital equipment and personnel resources. Submit proposals with appropriate justification. Meet budgetary targets
- Ensure maintenance and adherence to regulatory standards set by state, federal, UIHC, and University policies and procedures.
- Understand and practice “Lean” standards for clinical operations. Identify opportunities for clinical operations improvement.
Patient Care/Service Delivery
- Identify needs, trends, and forecasts to provide patient care
- Identify trends and determine QA priorities
- Recommend QA and patient/customer satisfaction strategies
- Develop and monitor plans to enhance patient satisfaction
- Work in collaboration with hospital and department leaders, including medical directors, to implement best practices and new models of care/service.
- In collaboration with hospital and department leadership, ensure that clinical operations are reviewed regularly and in compliance with UIHC, The Joint Commission, and other regulatory agencies.
- Oversee and ensure compliance of safety regulations.
- Work collaboratively with the review of outpatient health care delivery. Identify systematic problems with clinical operations and recommend solutions.
- Investigate patient experience concerns and provide follow-up as delegated to ensure patient satisfaction.
- Model and promote the Service Excellence model for patient care and staff satisfaction.
Planning and Goal Management
- Develop action plans for clinical areas that meet strategic goals
- Provide progress reports to hospital and department leadership
- Collaborate with hospital and department leadership to identify opportunities for process improvement and improved efficiencies
- Prepare and/or assist with developing the clinic operating budgets
- Prepare and/or assist with developing plans to ensure excellent patient services and satisfaction scores
Human Resource Management
- Responsible for the recruitment and training of personnel to maintain an appropriate skill mix and number of staff
- Hire, develop, and manage the performance of employees
- In collaboration with hospital HR representative(s), ensure a consistent approach to HR management.
- Provide feedback to the service unit leadership, detect performance problems and provide recommendations regarding corrective action as necessary
- Hold staff members accountable for high performance and high engagement by articulating expectations, monitoring performance, and providing feedback consistently across areas of responsibility.
- Prepare and/or assist with developing resource allocations and staffing models.
- In collaboration with human resources, finance, hospital administration, and department leadership, use analytical tools related to workforce utilization and productivity and other operational metrics relevant to workforce management.
- Prepare and/or assist with developing workforce models aligned with clinical demand and efficiency.
- Maintain a diverse and inclusive work environment for all staff members
- Working closely and collaboratively with Human Resources, complete performance evaluations, propose salary increases and career development plans
- Schedule and direct work activities of assigned clinic staff
Communication & Collaboration
- Advocate for the needs of the clinic with healthcare leadership
- Collaborate with the clinic medical director regarding program development, process improvements, and equipment budgets
- Facilitate and foster a collaborative relationship among staff and hospital and department leadership in a positive manner
- Provide administrative interface and actively collaborate with hospital and department administration
- Represent the clinic in meetings or on committees within UIHC
- Work to ensure that all employees are respected and treated consistent with University policies in regard to equal employment opportunity and diversity.
- Provide clinical education to develop staff competency
- When relevant, oversee clinical education activities and agreements with other educational institutions
- Manage appropriate staff level development initiatives to drive quality care and patient satisfaction
- Collaborate with research staff to ensure clinical and research needs are met

Required Qualifications:
- Master’s degree in Nursing, Hospital and Health Administration, or Business Administration or equivalent combination of education and experience
- At least three (3) years of comprehensive progressive healthcare leadership/administrative experience
- Expertise in financial management, data analysis, practice management, and human resources
- Experience with budget management (e.g., regular use of institutional financial reports to meet monthly and annual targets)
- Demonstrated ability to lead change
- Excellent written and verbal communication skills
- Strong interpersonal skills and high emotional intelligence
- Professional job-related experience fostering or promoting a welcoming and respectful work/academic environment
Desired Qualifications:
- Previous experience with a clinic practice
- Previous experience in an academic medical center
- Previous experience in the administration and management of clinical settings
- Demonstrated results in improving patient satisfaction levels
- Demonstrated results in improving clinical operations
- Experience managing in a matrix reporting and unionized environment
