University of Iowa Health Care is seeking a Health Care Services Assistant Director to support University of Iowa Community Clinics (UICC) Family Medicine. This position works in collaboration with the UICC leadership team to ensure success in a manner that is consistent and compliant with the bylaws, rules, guidelines, policies and principles of University of Iowa Health Care. 

This position provides leadership in the coordination and administration of clinical operations. This will be accomplished by planning, organizing, directing, controlling and evaluating functions of our clinical services. The Health Care Services Assistant Director will work with care providers to deliver efficient and safe patient care and to optimize efficiencies in the health care delivery process.  This position works with administrative teams to obtain and allocate resources effectively.  They will also create and analyze reports and dashboards as needed, as well as collaborate with PAC, PFS, HCIS, HR, Strategic Planning, Physician Relations, Marketing, Department Administrators, DEO’s and other stakeholders to enhance care options and access for University of Iowa Health Care patients. 

The Health Care Services Assistant Director is responsible for the development and design of business processes related to patient care/clinical programs, including development of new clinical services and evaluating viability of current clinical services.  This position develops new, and monitors existing, reporting tools to evaluate workflow, staff performance, and system performance in scheduling and visit management.  

Department Summary:

University of Iowa Community Clinics (UICC) provides comprehensive care to the Iowa City community and beyond.  UICC includes: Quick Cares and Urgent Cares, Family Medicine and Pediatric Clinics in Sioux City, Muscatine, Iowa City, Riverside, West Liberty, Williamsburg, Coralville, West Branch, Solon, Tipton, North Liberty, Cedar Rapids, and specialty care in other locations across the state of Iowa. UICC is home to providers and staff that provide comprehensive care outside of the hospital setting and give the community a sense of care whenever they need it most.

Key Responsibilities:

  • In partnership with University of Iowa Health Care HR; oversee hiring, development, and performance management of staff.  Lead search committees for open positions and oversee hiring decisions.
  • Build trust with staff by demonstrating through evidence that staff issues are resolved in a timely and unbiased manner; provide rationale for decisions; counsel employees as warranted; document employee counseling and disciplinary actions.
  • Encourage staff input into appropriate clinic plans and decisions.
  • Recognize with relevant recognition of effort, performance, achievement and tenure.
  • Provide functional and administrative supervision to subordinate administrative personnel.
  • Assure that staff are compliant with University of Iowa policies and procedures.
  • Monitor and analyze scheduling data to ensure provider access is optimized.
  • Prepare and monitor annual budgets in cooperation with administrative personnel in the clinics, medical directors and clinical departments.  Assimilate, analyze, and interpret data; prepare special and periodic operational and fiscal reports. 
  • Develop business plans related to new patient care initiatives, faculty compensation/reimbursement programs, contracts and proposals.
  • Oversee activities related to determination and submission of hospital professional fees, including supplies, imaging and pharmacy and collection from third party carrier.  Develop, implement, and maintain appropriate systems to assure all hospital and professional fees are submitted in a timely manner and all activity is billed accurately.
  • Review the revenue cycle, with a focus on write-offs and denials.  Implement appropriate changes on front end.
  • Review clinic visits and make changes to ensure budget targets are being met.
  • Prepare and (as called upon) present special and periodic operational and fiscal reports.
  • Assist with Capital projects, including new clinic builds, renovations, and equipment purchases. Ensure project expenses align with budget.
  • Help facilitate credentialing efforts as necessary for off-site locations.
  • Oversee roll-out of new clinical services, including operational development, marketing and referring provider relations.
  • Oversee termination of clinical services, including operational issues and patient and referring provider communication.
  • Collaborate with many departments at University of Iowa Health Care including but not limited to:  leadership teams in each department, PFS, HCIS Epic teams, as well as many others.
  • Work closely with the department leaders to review potential issues and proposed solutions. 
  • Review patient satisfaction results and implement appropriate changes/improvements.  Provide education to nurses/physicians as necessary.
  • Respond to patient complaints in conjunction with the Office of Patient Relations.
  • Review and respond to patient safety issues as necessary.
  • Identify trends and determine QA priorities in conjunction with Lead Nurse and Medical Director.
  • Oversee clinic operating practices, such as recordkeeping systems, cash collection, policies and procedures.
  • Review, analyze and present data to validate cost effectiveness and operating efficiencies of clinic operations.
  • Coordinate across departmental units or clinics to improve operations and patient/ customer satisfaction, assure regulatory compliance and achieve quality goals.
  • May allocate resources to meet quality and productivity expectations.
  • Contact and serve as liaison to University of Iowa Health Care patient care support areas, appropriate individuals in the College of Medicine, Patient Fiscal Services, Department Administrators and DEO, Joint Office of Compliance, Strategic Planning and Physician Relations, Marketing and Communications of the Clinical Enterprise.
  • Serve as a liaison between clinic & hospital staff at various levels.
  • Maintain effective working relationships with faculty, staff, students, and across multiple University of Iowa Health Care support departments.
  • Support the work and strategic goals of University of Iowa Community Clinics.
  • Collaborate with University of Iowa Community Clinics providers to maximize clinic efficiencies.
  • Collaborate with various external entities to maintain referring provider relations.

Pay Grade: 6A

Percent of Time: 100% (40 hours per week)

Schedule: Work between 8:00 AM – 5:00 PM Monday through Friday

Education Required

  • A Bachelor's degree or equivalent combination of clinical education and experience.

Required Qualifications

  • Minimum of two to five years administrative experience.
  • Demonstrated experience fostering a welcoming and respectful work environment.

  • Excellent written and verbal communication skills are required.
  • Proficiency in computer spreadsheet and database applications.
  •  Valid US driver’s license and ability to meet University of Iowa Risk Management driving requirements. 

Highly Desirable Qualifications

  • Experience overseeing ambulatory care operations.
  • Experience designing, building and/or renovating an ambulatory care practice.
  • Experience working directly with physicians and advanced practice providers.

Desirable Qualifications

  • A Master’s degree in business, health care or higher education administration.
  • Knowledge of the University of Iowa Health Care policies, procedures, and regulations.
  • Ability to be self-directed and demonstrate excellent judgment in prioritizing multiple projects and assignments.
  • Commitment to customer and employee satisfaction.
  • Excellent analytical skills.
  • Ability to facilitate positive outcomes by collaborating and working in a team environment, establishing and meeting/exceeding department objectives and deadlines.
