University of Iowa Health Care is seeking a Chief Compliance Officer to direct the overall administration and provision of the compliance program for UI Health Care.  The successful candidate will be responsible for activities related to UI Health Care privacy program, and function as the Health Insurance Portability and Accountability Act (HIPAA) Privacy Officer for the University of Iowa. 


Specific areas of responsibility include:

·        Direct Compliance Program for UI Health Care to effectively prevent, and/or detect violations of applicable law, regulations, University and UI Health Care policies, procedures, and guidelines, and the Code of Ethical Behavior, including but not limited to coding, billing, privacy, and fraud and abuse regulations.

·        Direct Conflict of Interest/Conflict of Commitment Program

·        Oversee maintenance of policies and procedures repository

·        Serve as, or oversee the designee of, the University of Iowa HIPAA Privacy Officer and oversee UI Health Care policy program, as well as collaborate with University of Iowa and UI Health Care information security programs

·        Ensure delivery of Compliance Program Basic Elements

    • Implementation of written policies, procedures and standards of conduct (Corporate Compliance Program and Code of Ethical Behavior)
    • Designated Compliance Officer and Compliance Committee
    • Effective Training and Education
    • Developing Effective lines of Communication (reporting mechanism without fear of retaliation)
    • Enforcing Standards through well-publicized disciplinary guidelines
    • Auditing and Monitoring program
    • Responding promptly to detected offenses and undertaking corrective action plans

Position Responsibilities:

Operational Leadership

·        Conducts and coordinates investigations related to the compliance program in collaboration with legal counsel.

·        Interpret UI, Hospital and departmental policies, objectives, and operating procedures to UI Health Care personnel.

·        Implement programs and activities to prevent Fraud, Waste and Abuse at UI
Health Care.

·        Oversee training programs to foster compliance with payor and governmental regulations and documentation to accurately reflect the services provided.

·        Oversee development and maintenance of UI Health Care Policies and Procedures.

   ·        Recommend and coordinate the implementation of administrative policies to carry out the objectives of UI Health Care more     effectively and efficiently.

·        Establish policies and programs that demonstrate a commitment to an inclusive environment that attracts and retain a diverse workforce and nurture a culture where every employee feels valued and is able to function at his/her best.

·        Assure that all leaders are accountable for developing and maintaining a diverse and inclusive work environment.

Strategic Planning

·        Define, develop and direct implementation of goals and programs within a major focused area for UI Health Care and UI HIPAA Privacy.

·        Interpret and implement institutional policies, procedures and processes and provide guidance designed to facilitate compliance with applicable law and regulations in collaboration with legal counsel.

·        Provide administrative support for coordination of the enterprise risk management program

·        Oversee UIHC’s confidential compliance helpline. 

·        Create a culture of continuous learning through strategic planning, training, performance evaluation, salary determination, shared governance, innovative best practices, and the promotion of knowledge development; provides resources for and establishes expectations that managers and supervisors will act as stewards of employee’s professional development.

·        Model and promote systems changes across campus to promote professional conduct and behavior of the highest integrity, exhibiting utmost respect for all members of the University community; demonstrate consistency of action and purpose with unquestionable forthrightness.


Financial and Human Resource Stewardship

·         Monitor departmental budget.

·         Supervise and recommend appointment, promotion and transfer of staff members.

·         Support human resource functions including interviewing, selection, training, performance evaluation, salary determination, promotion and disciplinary action.

Communication and Outreach

·         Serve as compliance leader for UIHC, UIP and Carver College of Medicine.

·         Manage complex interdepartmental and interdisciplinary relationships to ensure collaboration and effective/efficient compliance by the operations of UI Health Care.

·         Participate on various UI Health Care committees, including Hospital Advisory Committee (HAC).

·         Serve as Administrator for UI Health Care Compliance Subcommittee.

·         Maintain effective working relationships with faculty, staff, students and the public.

·         Communicate expectations and provide support and resources that are in alignment with the vision and strategic planning of the University to foster creativity and innovation in the workplace.

Required Qualifications

·         A Master's degree or an equivalent combination of education and experience is required.

·         10+ years of substantial and progressive health care compliance-related experience, such as compliance operations experience in an organization of similar complexity is necessary.

·         Thorough knowledge of applicable billing and coding laws, regulations, policies, and guidance is required.

·         Thorough knowledge of applicable laws including HIPAA and fraud and abuse laws applicable to hospitals is required

·         Demonstrated job-related experience with and/or commitment to diversity in the work/academic environment is required.

·         Excellent written and verbal communication skills are required.


Desirable Qualifications

·         Certification in Health Care Privacy and/or HCCA certification is desirable.

·         Current HIM certification as RHIT or RHIA or coding certification (i.e. CPC, CCS, CCSP, etc.) through nationally recognized credentialing body such as AHIMA or AAPC is desirable.
