The University of Iowa Health Care is looking for a Human Resources Coordinator to support Emergency Medicine at the Medical Campus University location, the Admission & Transfer Center, and EMS Learning Resources Center.    
The HR Coordinator will enhance operations by building and maintaining strong partnerships with departments and staff to deliver HR services that drive operational success and foster collaboration. This position will provide HR guidance and support to department leadership. Responsibilities includes but is not limited to providing HR guidance and support to unit leadership, faculty, and staff in areas such as talent acquisition and onboarding, compliance monitoring, transaction processing, leave submissions and tracking, personnel file maintenance, timecard management/auditing, and policy/procedure interpretation.

Position responsibilities:

Talent Management & Engagement:

  • Coordinate recruitment activities for faculty, P&S (non-bargaining), SEIU, Merit, and student positions. 
  • Assist supervisors with development of job descriptions; recommend job classification and staffing strategy (specified term, temporary, regular).
  • Track department FTE; submit hiring board requests, as needed.
  • Develop interview questions and work samples, as needed.
  • Prepare and submit requisitions in OTAC system, complete external advertising.
  • Screen applicants and recommend candidates for interviews; complete Zoom/phone screens, as needed; schedule and participate in interviews.
  • Ensure proper licensing, credentialing, re-credentialing, and processing for clinical staff; ensure licensure/credentialing information is primary source verified and maintained.
  • Submit and review reference requests; complete salary query and recommend salary offer; prepare offer letter; complete and track hiring justification/documentation; extend offer; and liaise with candidate through negotiations.
  • Upon acceptance of offer, coordinate onboarding process; complete the HR appointment checklist; provide security door access to office spaces; submit HCIS requests for access; prepare orientation packets, complete HR orientation with employee including badge form, handouts, etc.

HR Program Administration & Operations:

  • Provide resources and information for effective delivery of awards; complete intake with supervisors for requests for flex pay, spot awards or other special compensation.
  • Initiate HR transactions to effectuate change of status, leaves of absence, career development, special compensation, termination, appointment, etc.
  • Review and audit timecards for assigned divisions/units; ensure compliance with applicable law (i.e., FLSA), University policies, and SNAHP Manual; review and address critical exceptions in ELMS; identify trends or patterns that may require further follow-up; answer questions from supervisors and staff; run comprehensive payroll reports and address follow-up items, as necessary.
  • Identify leave that may qualify as FMLA and submit requests to the UI Health Care Leave and Disability Administrative Office (LDA).
  • Assure performance evaluation forms accurately reflect staff responsibilities; assure compliance with deadlines; monitor goals; follow up on performance issues and training requests.
  • Provide information and direction to separating employees to ensure end of employment items are completed (collect badge, keys, etc.); complete exit interviews and debrief with HR Manager. Work with supervisor to ensure other UI-issued equipment is collected; contact HCIS to terminate account, as needed.
  • Complete and track exit interviews.
  • Evaluate requests for unpaid appointments; collect relevant information; ensure compliance with FLSA and University policies; complete appointments in Self-Service.
  • Communicate with staff and provide basic instruction and guidance regarding policies and practices such as payroll applications, compliance issues, and employment inquiries
  • Assist with orientation and departmental ELMS overview with new hires.
  • Coordinate separation process for staff; assist with scheduling exit interviews; complete HR termination checklist; collect badge, keys, etc.; work with Division Coordinator or supervisor to ensure other UI-issued equipment is collected; contact HCIS to terminate account, as needed.

Compliance with Policies, Laws & Regulations:

  • Communicate information, policies, and operational changes to assigned divisions/units; provide input on development of policies and procedures within the department; provide recommendations regarding changes to processes, practices, and strategies.
  • Identify opportunities to improve systems and processes, achieve efficiencies and/or improve service delivery.
  • Run compliance reports; send out weekly managerial reports and follow-up to ensure compliance.
  • Track departmental FMLA usage.
  • Assist with process improvement initiatives and projects.
  • Assist with employee relation items.
  • Perform special projects and tasks as assigned.
  • Evaluate requests and exercise discretion and judgment in providing confidential information to appropriate parties internally and externally.
  • Serve as liaison between faculty/staff and other University HR staff for matters regarding Benefits, Worker’s Compensation, Long-term Disability, and ADA.
  • Obtain and follow up on all immigration documentation to ensure compliance by verifying their visa, passport, and review previous immigration documentation in some cases.
  • Perform review and ensure maintenance of I-9 forms.
  • Maintain effective working relationships with faculty, staff, students, and the public.

 Advising/Communication

  • Respond to inquiries and questions; work closely with HR team members.
  • Provide information and guidance regarding HR processes.

 Strategic Planning

  • Prepare comprehensive HR reports, including compliance delinquency, payroll, and other ad hoc reports.
  • Other duties and projects as assigned.

Education Requirement:

  • A Bachelor's degree in Human Resources Management or Business Administration or related field, or an equivalent combination of education and experience.  

Experience Requirement:

  • 1-3 years human resources experience functioning in an HR Coordinator, HR Generalist, HR Specialist, and/or related HR position within the last six months for the HR Coordinator level position.
  • Prior experience performing and/or supporting multiple HR functions including recruitment, performance management, employee relations, compensation and classification, and payroll. 
  • Demonstrated ability to work autonomously, maintain confidentiality, prioritize tasks, and meet deadlines while possessing a strong attention to detail.  
  • Demonstrated ability to work within a multidisciplinary setting, excellent interpersonal and communicaiton skills.  
  • Proficiency in computer software and applications including Word, Excel, PowerPoint, and Outlook. 

Certification/Licensure Requirement:

  • Professional certification in Human Resources (PHR) and/or SHRM-CP desired. 

Desired Qualifications:

  • Working knowledge of state and federal HR-related regulations
  • Knowledge of University policies, procedures, practices, and systems. 
  • Prior work experience in a health care, hospital and/or academic medical setting.
