We are seeking a Program Director for our Emergency Medical Services Learning Resources Center (EMSLRC).

This position is responsible for leading the strategic development, implementation, and evaluation of programs that strengthen and sustain the EMS workforce. This role also oversees the EMSLRC as an American Heart Association (AHA) Training Center for Basic Life Support (BLS), Advanced Cardiovascular Life Support (ACLS), and Pediatric Advanced Life Support (PALS) courses. The director plays a vital part in supporting and engaging internal and external community/state/national partners related to EMS education activities. The role collaborates daily with leaders and staff in the Department of Nursing Services and Patient Care and Emergency Medicine.

The EMSLRC is one of Iowa’s first EMS education programs, educating EMS professionals since 1978. Our programs include the emergency medical technician (EMT) program, paramedic education program, advanced EMT program, and an EMS instructor program. It is the state’s only EMS education program located in an academic medical center with a Level 1 adult and pediatric trauma center, burn center, and comprehensive stroke center. It is Iowa’s only program with faculty from an academic emergency medicine department and an accredited EMS fellowship program. EMSLRC students graduate ready to enter the field and are sought for employment by EMS providers throughout Iowa and the region. EMS students learn their skills in an environment that provides realistic exposure to the practice of prehospital emergency medicine. In addition to modern skills trainers and high-fidelity simulation manikins, students learn in the ambulance environment using our Sim Squad, an ambulance outfitted for teaching mobile emergency care. EMSLRC EMS students work with in-hospital and field professionals throughout Iowa during their clinical and field experiences.

Our AHA Training Center serves members of the UI Health Care staff and the community. The EMSLRC oversees the activities of over one thousand instructors across Iowa and into the bordering states as well as processing their rosters and issuing AHA course completion cards.

We are proud of the long successful history of the EMSRLC. The University of Iowa Health Care EMSLRC is approved by the Iowa Department of Health and Human Services Bureau of Emergency Medical and Trauma Services as an authorized EMS training program (#018). The University of Iowa Health Care EMSLRC Paramedic program is accredited by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) upon the recommendation of the Committee on Accreditation of Educational Programs for the Emergency Medical Services Professions (CoAEMSP).

Position Responsibilities::

  • Ensure maintenance and compliance for Commission on Accreditation of Allied Health Education Programs (CAAHEP) accreditation.
  • Review, recommend and implement necessary operational changes.
  • Oversee all programmatic fiscal activities including development and coordination of annual budget process; allocation of appropriate income and expenditures; projections for annual budget requests; fiscal reporting; and equipment and supply purchase.
  • Create and implement cost-saving(s) and revenue enhancements.
  • Prepare, administer and maintain contracts between the University of Iowa (UI) Health Care, external agencies, and organizations.
  • Monitor activities and services provided by other institutions and advise administrative and clinical staff.
  • Provide expert counsel to and consult and collaborate with faculty, deans, campus service providers and administrators to enhance teaching and learning by ensuring ongoing quality review and recommending and implementing programmatic improvements.
  • Identify statewide, regional, and national needs for emergency care education, delivery and study.  Attend relevant meetings and maintain appropriate committee memberships.
  • Develop appropriate projects in response to these needs and identify and pursue funding sources and/or grant support.
  • Collaborate with Healthcare Human Resources (HHR) to assure an engaged, competent  workforce by developing and administering policies and programs for recruitment, development, support, quality assurance, and retention of staff.
  • Develop effective staffing models; assure allocation of effort(s).  Recommend, direct, and implement changes as necessary.
  • Provide functional and/or administrative supervision of professional, student and temporary staff.
  • Perform HR functions including interviewing, selection, training, onboarding, performance evaluation, promotion and disciplinary action.
  • Establish and implement administrative policies, and procedures for the program.  Re-evaluate regularly.
  • Maintain effective working relationships with faculty, staff, students, instructors, public, and external agencies.
  • Serve as the primary liaison and advocate to the Department of Emergency Medicine, Department of Nursing Services and Patient Care , and other UI Health Care constituents.
  • Perform all other duties as assigned

  • Schedule:  Full time, days, Monday-Friday. Occasional travel for training and education

Education Requirement:

  • A Master’s degree in a related field is required or an equivalent combination of education and related experience.

Experience Requirement:

  • Minimum 3 years of operational management experience (financial, administrative, budgetary, human resources).
  • Minimum 3 years of experience developing/creating/establishing course curriculum, schedules, manuals and/or brochures.
  • Demonstrated history of positive and professional interactions within an interdisciplinary team via written, verbal and in-person communication(s).
  • Must be proficient in MS Office Suite.
  • Must be able to demonstrate commitment to promoting a professional, collaborative team culture

Certification /Licensure Requirement:

  • Current National Registry Certification as a Paramedic and be eligible to receive State of Iowa Paramedic Certification.
  • Current State of Iowa EMS Instructor endorsement required by start date or within six months of hire.
  • Current Basic Life Support (BLS) instructor required by start date or within six months of hire.
  • Current Advances Cardiac Life Support (ACLS) instructor required by start date or within six months of hire.
  • Current Pediatric Advanced Life Support (PALS) instructor required by start date or within six months of hire.

Desired Qualifications:

  •  Minimum 5 years of operational management experience (financial, administrative, budgetary, human resources).
  •  Experience with CAAHEP accreditation policies and procedures.
  • Demonstrated success managing/administrating critical care services.
  • Previous experience managing adult learner education program(s).
  • Critical Care Paramedic experience (2+ years).
  • Previous experience with course management software.
